Description: Reizu (Japanese for "Rays") are the quantum particles which form all matter. Reizu forms and disperses as what some people observe as blue snow and can be stored by the user for various uses, both offensive and defensive maneuvers (Will post reizu attacks in jutsu creation). Reizu modification to the user also allows various miscellaneous techniques such as levitation, teleportation (Not usable in a fight), and also the ability to move even though time has stopped. One can also absorb reizu from their suroundings and store for later. It's because of that, that the huge amount of reizu in the users body automatically negates any mind affecting abilities (Genjutsu, Seishin, etc.).

The body of whoever has obtained this ability has been radically altered on a quantum level – when he/she is injured, the inside of their body shows silver, and they bleed blue raizu particles. Whoever has this ability shall also posses a spiral tattoo around both of their arms.

Weakness: The chakra of whoever has this power will constantly be disrupted, making it hard for them to use jutsus and completly stopping them from using S-ranked jutsus. Although, if the user has extremly good chakra control, it'll be easier for them to use anything chakra based. Added on to that, the user is also limited to only one element.

Uhh well id like to have this limited down slightly....

Genin - can only block up to C rank Genjutsu and D rank Seishin

Chunnin- Can only block up to B rank Genjutsu and C rank Seishin

Jounin can Block up to A rank Genjutsu and B rank seishin

S-rank/kage Genjutsu that isnt affected by bloodline effects (Sharingan based genjutsu and such) Is negated and A rank seishin.
