If it means that not everything he does seems just, or good, so be it. Zhengyi believes that the akatsuki is the best path to stability, as the villages have failed in his eyse to bring about stability. He thinks that He is an incredibely intelligent individual and has expert in combat deductive reasoning abilities, and is always able to keep a level head.
Goals: To end curroption, and obtain order and peace throughout the ninja world, by whatever means necessary.

History: Zhengyi was born in sunagakure, much as any other child. He was well loved by his family who tok care of him, and loved him dearly. Neither his father nor mother had ever served as shinobi, but both were master craftsmen of non combat puppets, and other woodworking trades. From a young Age, Zhengyi showed exceptional deductive reasoning abilties, and great athletic aptitude. He also was a natural leader among his peers, and seemed to have natural charisma for the majority of his young life. He always stood up for what was good, and protected those who needed it from a young age.
However, this all changed when he turned 7, and his mother was killed by a robber. His father sunk into a depression after this, and never was the same, though he tried to continue to help his son as much as possible. Zhengyi was in a state of shock, however. He didn't understand what was to be gained through such lawlessness. From that day forward, Zhengyi promised that he would do everything, no matter the cost, to uphold order, for without order, more deaths like his mothers would happen.
From this point forward, he began to notice the unruliness in the world around him, and finally at the age of 9 enrolled in the ninja academy, in hopes of bringing stability and peace to sunagakure. His father had begun to teach him the puppet making arts at this point, and Zhengyi caught on fast, indeed surpassing his father in only 2 years, at which point he graduated the academy.
When he entered his squad, the others looked up to him, as his natural intellect, and newly acquired talent with puppets made him quite the example. Indeed, in the first test that the squad leader put before him, Zhengyi stunned the jounin leader of his squad by catching him off guard, and very nearly killing the man. From this point, Zhengyi was treated with great respect, and his Jounin introduced him to sand style ninjutsu, a skill which Zhengyi also picked up fast. When he entered the chunin exams, he dominated, winning each round calculatingly, and dominatingly, but always making sure to inflict the minimum harm as necessary to force his opponent to surrender. He was made a chunin the first time around, at age 12.
As a chunin, he met his best friend, Garona. She and he were often paired on missions together, as her wind style jutsu complimented his sand techniques extremely well, and they worked well with one another. They worked together as a team for the better part of 4 years, over which time, Zhengyi gradually developed a romantic interest in her. He finally mustered up the courage to ask her out, and to his shock, and delight, she readily agreed.
Those years were the happiest of his life. He and Garona's personalities complimented one another perfectly. Never had he felt so whole and at peace with a person. He felt that he could tell Garona anything and she would listen. At the age of 22, He was preparing to propose, but before he could, they were assigned another mission. A mission that went horribly wrong. He and Garona, who were escorting a businessman, were ambushed by a hired gang of 12 B-rank missing nin, who killed the businessman, and slaughtered Garona without so much as a second thought.
Zhengyi had been out scouting when it occurred, and returned to find the woman he loved dead, as well as the subject of their mission. The proper thing to do would have been to return to sunagakure, however, He could not bring himself to do that. A cold fury hung in his heart, and, smearing two lines of Garona's blood on his face, he took her fan, and charged after the criminals. He ambushed them, and fought the most difficult battle of his entire life. But in the end, He stood triumphant, and somewhat hollow on the inside. He returned to the village with a cold hand over his heart, one that gave absolutely no forgiveness to those who lived outside the law.
Stunned by his exploits, the council of Sunagakure immeadiatley promoted him to Jounin. Zhengyi took the title without pause, and began furtherign his mastery of his three arts: sand jutsu, Puppet Mastery, and Wind Style, which he took up after Garona's death. He quickly became the most proficient jounin in the sand village. He used nearly 5 puppets at the same time, and began studying the dangerous art of flesh puppet making, experimenting on the corpses of missing-nin he was hired to assassinate.
He was quickly known in the bingo book as "puppet master zhengyi, wind scythe." And was one of the most feared jounin in the entire village. The missions he undertook would have made him a rich man, should he have so chosen to collect the wealth he earned, but Zhengyi took no more than necessary to survive. He stayed as a jounin until 24, when, as the 6th Kazekage stepped down, the council who, in zhenghyi's opinion should have nominated him to lead sunagakure, instead gave the position to a 19 year old kid.
Furious, Zhengyi stormed out of the village in a rage, taking all his puppets, parts, and designs with him. He then, In the cover of night, returned, at set light to the puppet core headquarters, as an act of revenge, before finally leaving the village for good. As he traveled, he decided first to go to the land of Kumogakure, and spend time in the mountains, perfecting his craft. He had mastered puppets to such a degree, that he was able to easily control large numbers of them at the same time, up to 10 total. He wandered the mountains for many years, occasionally hunting down and picking off missing-ninja and kumogakure shinobi, and turning their bodies to make newer, and more powerful puppets.
His collection began to grow, to the degree that he even decided to dispose of some of his lesser puppets. He also began experimenting with sealing chakra within them, so that they could perform their own jutsu. The results were quite extraordinary. His puppets powers vastly increased, to the degree that he was able to stand alone against multiple anbu at the same time. He also still created puppets out of nothing but the raw materials that he had taken with him on his journey.
However, despite his multiple creative masterpieces, he still felt there was curroption in the world, and that there was so little in his current state that he could do to change it. He felt that he was failing Garona, his lost love. His life was becoming hollow and empty. He wasn't able to make a difference to anyone anymore, and he couldn't accept that fact. For several monthes he pondered what he should do in order to find purpose.
He decided then, to visit the place where he had lost Garona. He hoped that this would give him inspiration as to what he should do. Kumogakure shinobi traveling the mountains had been warned to watch out for a 'mysterious puppet user garbed in a robe' but none of them got in Zhengyi's way. He traveled for many long days, rarely stopping to eat, drink or sleep. He traversed his way through the mountains, down into the bear country, where he and Garona had been on escort duty.
Finding the location, he found the Cairn which he had made for her. Kneeling at the sight, tears coming to his eyes, He asked the empty air "what should I do my love." A question that remained unawnsered. He sat in front of the grave for several days. Finally, on the fourth day, he found his resolve. He decided that in order to save this world from itself, he had to join one of its darkest organizations.
So, in search of a purpose, and a way to carry on being an Arbiter of justice, he decided to seek out the organization which these days was spoken of only in whispers, the Neo-Akatsuki. He left the mountains of sunagakure, glad in a simple robe and overcoat, his clothes of the shinobi long since discarded, due to the amount of trouble they had caused him with tracking squads. Life was far simpler with a less distinguished garb. He searched, looking for clues as to the akatsuki's location, discreetly asking people if they knew anything. Finally, he believe's he has a lead, and is currently attempting to follow it in hopes of joining the organization.

- Arthas sat in his office within the Seireitei. His pen moved rapidly over the paper in front of him, completely focused on the task at hand. He had been working double-time, he hadn’t even slept at all last night. Not even looking at where he put it he immediately tore out the current sheet, and placed it on the ‘complete’ pile over to his right. He was barely even focusing on what each sheet was actually saying, which was a bit unlike him, but he was used to the gist of almost every paper that came into his office, after all, when you’ve had the same job for about 2000 years you do get used to things. His hand which had been moving the pen nonstop for about 13 hours now was becoming sore with the effort of continued writing, but he ignored it, and pressed on. How ironic, he thought to himself, he was actually finding this task more painful than fighting a hollow. He let out a hearty chortle at the thought, his pen still moving, and finishing another signature. He tore out that page, and then... nearly began to write on his wooden desk.. He felt confused for a moment and blinked... And then realized that there was no more paperwork to be done- it was all finally finished. He was in a state of shock momentarily; he had been at it for so long he was beginning to think that there WASN’T an end to it... and suddenly felt like he lacked purpose... and then began to laugh even harder. His fist pounded his desk, and he gasped for breath as he laughed. Finally, after about 3 whole minutes of laughing, he fell back in his chair and rubbed his eyes, clearing his mind of the long nights hours of work. It had been tough, but it almost felt after the 6th hour that he had fallen into a trance of paperwork.. And now that he was finished, he couldn’t help but remember what had caused him to fall so far behind on his task. Hinode... He thought... He had rescued and returned a young rogue shinigami yesterday... But he had been awestruck by the amount of pain he had read on her features had been shocking... Letting out a deep sigh, he began to look around his office, refamiliarizing himself himself with it... The wooden floor, the sofa, the one clock upon the wall, and his bed over in the left corner indeed during the long hours of the night he realized he hadn’t looked up once, and his neck was sore from the craning. “Aggh..” he muttered, putting his hand back behind his neck and trying to work out the many knots that had taken place in the back of his neck. He rolled his head from side to side groaning, as he began to recover. He sat there for quite some time, even he wasn’t sure how long it was, before he stood up, and began to walk. Indeed at the beginning he nearly tripped, his legs feeling numb from the lack of use they had suffered. “Note to self... Never do 13 hours of paperwork straight again.” Slowly, using his arms for balance he began to reorient his legs to thier surroundings, taking one step at a time. He was struck by the absurdity of the situation at that moment... He had sat there, starving himself, for the past thirteen hours... doing... something as trivial as paperwork.. It was fucking hilarious.. He couldn’t think of any other captain who could STAND doing paperwork for maybe more than 3 hours, at that point even Ace would have had to take a break... and here he was torturing himself while doing it... It was then, suddenly, that Arthas realized how hungry he was.
Deciding to get something to eat, he suddenly felt the first nostalgic whim of his LIFE... his human life... he had never known what had happened in that time, but suddenly he felt the strangest urge... He decided that he would first check on Hinode, then listen to the orders of his stomach as to what to do for breakfast. He stumbled out over to screen door, and nearly fell out of it, grabbing onto a pole, his eyes hazy from the lack of sleep. “Good morning Taicho” he heard someone call, and he stood up, his eyes focusing on the source of the voice. “Umm... Good morning...” he yawned back over to his squad member. He began to walk again, more stably this time, and he rubbed the sleep out of his eyes. As he walked, first out of the barracks, then to the edge of the sector, his grogginess began to fade as he walked towards the edge of the sector, and felt the warm sun on his back. He encountered several other squad members, to all of whom he gave tired hellos and good mornings. Finally as he reached the door of the sector, he felt somewhat normal. He looked down at his feet; the feet that had given him so much trouble such a short time ago, and muttered down to them “well, let’s see if you remember how to do a flash step." He shunpoed as fast as he could heading towards the squad 4 barracks, and... Upon heading for the door slammed straight into the wall, at full speed. “Shit, that hurt.” He muttered under his breath, rubbing the side of his face. Fortunately his armor had protected him or he could have actually broken some bones.. Standing up, he approached the door of the barracks, several squad four members coming out to great him “Menethil-taicho, we saw your crash are you alright?” they had genuine concern on their faces, something Arthas had always admired, they cared for each and every shinigami sincerely. “Yes, not to worry I’m fine.” He then noticed that one of the squad members who had come out to greet him, was the one who had taken Hinode yesterday. “How is she?” he asked “Is she Conscious yet?” “No, Taicho, she’ll probably regain consciousness soon though, maybe in an hour or two.” Alright then, Arthas thought, this gave him time to grab breakfast “Well then, I’ll check back in later.” He decided against using flash steps to reach his next goal, he began walking towards the squad 12 barracks, where he would pick up his personal gigai... For what he wanted to do, he needed to be completely physical. It didn’t take long for him to get there, for some reason he never understood, the squad 12 sector was never far away, and he greeted several shinigami on the way over. About halfway there, he sent off a hell butterfly, to tell them of his impending arrival, and several members of the twelth division were ready to greet him once he arrived. “Good morning, Taicho, we have your gigai, and soul badge ready.” They said, standing at attention. “Excellent, thank you very much.” Arthas’ gigai looked a lot like him, same hair, and face, but of course without the armor... it was dressed in a white silk short and blue jeans, and was better shaved that the original captain was. Of course he wouldn’t pick it up here; it would be waiting for him at the senkaimon, where Arthas was now headed. He tried to use shunpo again, and this time to his delight, he didn’t crash into anything when he arrived at the gate betweeen the living and shinigami worlds. The gate crew saluted, and immediately opened the gate, where Arthas stepped into his gigai. He hadn’t used this body in a thousand years, and it felt extremely odd stepping into it, like being put in a cage almost. Nevertheless, Arthas knew he could adjust, and on the positive side, he no longer felt the pain in his neck. As he walked through the portal, he felt odd, he was so unused to not having the comforting feel of his armor around him, this lighter clothing made him feel... almost naked. He noticed, as he walked through the dark tunnel toward the human world, the noise his feet made sounded different, looking down, he realized even his iron boots were gone, replaced with a pair of glossy leather shoes. He honestly had no idea why he was doing this, but he felt some strange need to have his breakfast in the human world... preferably something meaty... He had no idea how to explain this strangest of urges, but whatever, going to the human world would also be a good chance to relax from the previous nights labors.
As he stepped through the other side of senkaimon, on to solid ground, he looked around; making sure no one had noticed him. He was in the park of Karakura town, and took in a deep breath, absorbing the leafy foliage of the trees, the grass, the occasional boulders which lined the park. Birds twittered in the sky above, he noticed a squirrel scamper up the tree as he began to make his way towards the business district of town. He had just about reached the edge of the park, when he felt it... A trace of hollow... But could it be..? He stopped midstride focusing all his attention on the strangely cloaked reaitsu. What is that??? He wondered to himself.. For a while he was tempted to ignore it, and let some other shinigami squad deal with it... but the trace he felt didn’t feel anything like a normal hollow... But... What could it be...? Well it wasn’t strong, probably just some nearby low level hollow. Arthas, for the first time in his life, decided to ignore the presence. He cleared his mind of any worries about it. After all, he was here to eat, not to fight. He gradually left the park, and walked into the town of humans... For the first time in his Death, he began to realize what it would be like to be one of them.. with no unique abilties living in the modern world. He accidentally bumped into a man who angrily confronted him with a “Hey, watch it buddy.” “I’m sorry.” He apologized, raising a hand in apology. He was so caught up in this unsual experience... At least he was, until he bumped into the boy. He didn’t look any different from anyone else in the town, but as their shoulders collided.... Arthas suddenly felt icy-cold, a huge hollow reaitsu washing over him... But the second the contact faded the presence was suddenly gone... no... Not completely... it was just back down to the same tiny spiritual pressure he had felt earlier... But how? Arthas had a ton of questions, and he could only see one obvious answer. Turning, he began to follow the boy through the throngs of people, at about 30 feet behind him... There was something very strange about this kid.

You need 15 paragraph for S-rank(5 sentences with 5 with 5 words each min) for S rank.
You don't have Fuuinjutsu/Seal Knowlege listed as a specialty therefore you cannot have a 5 in it's stat.
Sand is a combination of wind and earth so in your dominant spot just put Earth+Wind=Sand

You can remove earth and wind from your recessive as they are both dominant and used to make sand.
