Personality: Cain, being a medi-nin in a clan of fighters, is somewhat of an outsider by nature. Because of this, he has adopted this as part of his persona, employing a cold and formal manner when dealing with others, even (perhaps especially) in casual environments.

Being something of a medical genius, Cain is highly intelligent - however, he has very poor social skills. Unintentionally, his manner is slightly brusque - when provoked, he is openly spiteful. He takes pride in his independence, and although this means he is very self-sufficient, it also means that he has poor teamwork skills. He tends to keep his problems to himself rather than opening up to other people.

Goals: His aspirations mostly involve his career as a medi-nin - he is dedicated to being the very best.
Alignment: None besides that of Konohagakure, and his own sense of justice.

History:

Cain’s history begins typically for a member of the Thorn Clan - as far back as he can remember, he has been training for something. And as far back as he can remember, he has something of a black sheep compared to the combat prodigies of the Thorn Clan that he grew up with. There was one thing he was substandard at: Taijutsu. He excelled at Chakra Control and could use his Chakra to move faster, but his slim, almost delicate build meant that although he could hold his own, he would never match up to the Thorn Clan standard of fighter.

As Cain grew up, he became more and more aware of the fact that he was physically weak, but realised that he had surprising precision when it came to controlling his Chakra. When he was around 10, the Thorn Clan elders realised his training was going nowhere, and he had nothing going for him, save the average, when it came to Taijutsu. Reluctantly, fearing he would amount to nothing, they sent him to be trained as a medi-nin.

For the next five years, he would work on medical jutsu, and quickly became a well-known name. Although the standard training he had gone through in his early years had not helped him at all, he was clearly a prodigy when it came to medical jutsu. The time that he had not spent on the standard Thorn Clan Taijutsu training was poured into his medical training, resulting in an incredible knowledge regarding medical jutsu. However, natural talent was a large factor - Cain had always had a very precise and powerful hold over his Chakra since he was a boy.

However, he grew up resenting the elders for losing faith in him and being so quick to send him away, simply for his lack of Taijutsu skill. His resentment of the Thorn Clan elders and his separate training eventually resulted in a divide of sorts between the Cain, who had always been so very different to the others, and many older members of the Thorn Clan (although some could not care less, and loved him just the same).

In his five years of medical training, Cain refined the art of using Chakra Scalpels for medical purposes, and in an astoundingly short time for a medi-nin in training, could use them from the Shimasu Eien’s range of approximately 45 metres away. (However, although Cain theoretically can do this, the intensity Chakra Scalpels would be much, much, lower, and so he prefers to utilise them at their full power, no more than 10 metres away.)

Once he had refined all medical uses of Chakra Scalpels, he explored an idea that had been bothering him for a very long time - the question of whether they could also be used offensively. Although he was dedicated to his medical training, he quickly perfected the techniques that others found tricky, and began training in secret to explore the offensive uses of Chakra Scalpels.

As well as Chakra Scalpels, Cain began toying with something that wasn’t taught to medi-nin. Rather, it was something that had always seemed quite logical to him - it took too much Chakra to project Chakra Scalpels that far, so he would hollow out his aura and condense it into strings. (The outside area of these strings still remain a Chakra aura, kept in power via Chakra spread across the floor, but the inside area is compressed into tubes of Chakra.) These strings work as an extension of his hands, meaning that his Chakra is the only limit to the amount of people he can heal or damage with Chakra Scalpels. (Later, this method of extension would also apply to the Chakra Tap and Chakra Paralysis/Control - read below.)

Cain also learnt something else on his own time - he could do two very interesting things with his Chakra. As his medical training was away from the Thorn Clan and he was not in the vicinity of anyone else possessing the Shimasu Eien, he was the only one who could. The first skill (the Chakra Tap) was the ability to force Chakra out of an area, and absorb it himself, by touch. The second (the Chakra Disrupt) was to force his own Chakra into something and scatter it, disrupting the subject’s Chakra. He discovered both accidentally when around others, and the result of both techniques was that the subject was unable to perform Jutsu.

Of course, this was much to learn even in a five-year period, but Cain perfected it all in that time for a simple reason: his scientific mind. He was single-minded when it came to his medical training, and once he had surpassed the others, he began exploring his own latent talents out of curiosity. Over time, he also learnt how to use his speed to his full advantage - since he was a child, he knew that he could use his Chakra to move faster, but it was only when he was about 14 that he realised how it worked. He had gathered Chakra under his feet and used its potential energy to ‘push off’ the ground and gain momentum - gathering more Chakra at his feet and doing the same every time he landed.

After Cain’s medical training ended, he began to work on a personal technique of his, which he would later name Chakra Paralysis. This would be his first purely offensive technique. By individually branding each muscle of the subject (specifically, where each tendon is located) with a seal that draws all Chakra in the area to one point, he can effectively cause paralysis in a subject. As all muscle movements originate from the back, all it takes is to place a seal on each of the muscles of the back - although, Cain prefers to place a seal on every muscle if he can, as ‘insurance’ of a kind.

This is because, as an extension of Chakra Paralysis, Cain can use a technique (also invented by himself) called Chakra Control, which allows him to control a subject once the seals are in place and he begins to force their Chakra into the seal itself, where his chakra has presidence over that of the body. This allows him to assume control of the chakra and reinsert it into their muscles to move them (unless the subject has greater Chakra control than Cain).

In time, Cain also discovered that it is possible to place a seal on the heart, which, as a muscle, can be controlled similarly to the other muscles using a more powerful seal and significantly more Chakra. Once this seal is in place, it is possible for him to restrict or increase the heart’s movements. This use of the Chakra Control technique can be utilised medically, but can also be fatal for an opponent - however, Cain has never used it.

You will need to lower it to C rank. Currently, we are having all new bios be C rank or below so there is more development.

I think C ranks can be Chuunin at most. But your specialties seem to be fine for a Chuunin.
