I think it means there's just slightly less than today's modern technology. Keep in mind that most ninja train their bodies, instead of making devices. They'd advance tech slower.

Well, in Naruto they have cameras, which were invented around (in our world) 1913 or so. So if you tack on 125 years, we'd be at 2038.

I would have to disagree with allowing advanced technologies for the fact that everything could be nullified by technology. As long as you are advanced enough and know the right things you could even be at a God status. This has been proven through history in our world. If you know the right stuff no one can beat you.
